Impact on List Management
Include in dial_status_filter — NI leads can typically be recycled after a delay, especially if the product/offer changes. Include in dial_status_filter only for re-engagement campaigns with appropriate delay. High NI rates may indicate poor list targeting or script issues.

- Do not immediately recycle NI leads — minimum 30-90 day delay recommended
