FCC Regulations

FCC (Federal Communications Commission) regulations are the federal rules governing telecommunications in the United States that directly impact VICIdial call center operations. The FCC enforces TCPA provisions, sets abandon rate limits, mandates STIR/SHAKEN compliance, and establishes rules for robocall mitigation that all outbound dialing operations must follow.

How It Works in VICIdial

FCC regulations translate into specific VICIdial configuration requirements. The 3% abandon rate limit is enforced through the abandon rate target setting and adaptive dialing. The safe harbor provision — requiring that abandoned calls play a message identifying the caller — is implemented through the drop action and safe harbor message settings.

The FCC’s calling time restrictions (no calls before 8 AM or after 9 PM in the called party’s time zone) are managed through VICIdial’s timezone filtering feature. DNC compliance is enforced through VICIdial’s internal DNC lists and the hopper’s DNC checking.

FCC rules also require that abandoned calls ring for at least 15 seconds before being dropped (controlled by dial timeout) and that the caller ID displayed is a working number that reaches the calling party.

Why It Matters

FCC enforcement actions can result in fines exceeding $10,000 per violation, and the commission has pursued aggressive enforcement against robocallers and non-compliant outbound dialers. Beyond fines, carriers are increasingly required to block calls from entities that violate FCC rules, effectively shutting down non-compliant operations.

For VICIdial operators, FCC compliance is achieved through proper configuration of dialing parameters, time-of-day restrictions, DNC management, and caller ID practices.
